IDEs
Borland JBuilder - Free and
easy
SunOne Community Edition- an IDE straight from the horses mouth. A bit of a resource hog and a little clunky but at least you aren't paying for it.
I'm evaluating some freeware IDEs at the moment. If any of them turn out to be worth anything, it'll be published here.
Perl and cgi
You are going to need this before you go anywhere else if your server doesn't already have PERL installed.
Notepad works but TextPad is better. This is shareware that you really should pay for.

Free CGI scripts- There are dozens of sites out there with free CGI scipts but I've found only a few that are really worth much.
